Canada’s Drone Production Plan Creates a Strategic Opening for HPQ
Canada’s plan to build the industrial capacity to produce millions of drones within the next two years represents an important shift in the country’s defence strategy. It may also create a significant long-term opportunity for HPQ Silicon and its battery technology partner, Novacium SAS.
The federal government announced the initiative as part of a new 100-year strategic partnership between Canada and Ukraine covering defence, trade, investment, energy and critical minerals. Canada intends to create a national drone marketplace that lets military units work directly with manufacturers to meet operational requirements faster.
Initial contracts worth up to $50 million have already been awarded to increase the Canadian Armed Forces’ drone inventory tenfold.
Canadian and Ukrainian companies will also collaborate on drone development and production, combining Canada’s manufacturing and artificial-intelligence capabilities with Ukraine’s battlefield-tested experience. Prime Minister Mark Carney said Canada intends to develop the capacity to manufacture millions of drones within two years, with one-third of production expected to support Ukraine.
Where HPQ and Novacium Fit
Every electric drone depends on its propulsion system, and the battery is one of its most consequential components. Battery weight, energy density, discharge capability and reliability directly influence a drone’s range, payload capacity, endurance and mission performance.
This is where the government’s announcement intersects with HPQ’s existing strategy.
HPQ holds a 36.8% equity interest in Novacium and exclusive North American rights to Novacium’s technologies across Canada, the United States and Mexico. Novacium is developing silicon-enhanced lithium-ion batteries for demanding applications, including drones, robotics, defence systems and other high-energy-density devices.
Novacium’s work is already moving beyond general battery research.
Its drone-focused batteries have been developed for integration into autonomous platforms, while the company has also participated in a European integrated propulsion initiative combining its batteries with electric motors and intelligent power electronics.
HPQ has taken an additional step toward translating that European experience into a North American opportunity.
The company signed a non-binding Letter of Intent with French motor developer LN Innov’ and Novacium to evaluate the feasibility of establishing a Canadian electric propulsion platform for drone, robotics and defence applications.
The evaluation covers manufacturing, supply chains, certification, commercialization and the potential integration of Novacium’s HPQ ENDURA+ battery technologies with LN Innov’s motors.
A Market Opening, Not Yet a Contract
The Canadian announcement does not mean HPQ or Novacium has received a government procurement contract. However, it could materially improve the environment in which HPQ is advancing its drone strategy.
Canada is not simply purchasing a limited fleet. It is seeking to establish a domestic industrial base capable of responding quickly as drone technologies and operational requirements evolve. That creates potential demand not only for airframes, but also for batteries, motors, electronics and complete propulsion systems that can be manufactured or integrated in Canada.
For investors, the strategic connection is straightforward:
Novacium brings the battery technology and European drone-development experience, while HPQ holds the exclusive pathway to commercialize those technologies in North America. HPQ’s Canadian propulsion-platform evaluation may therefore be increasingly aligned with a clear federal priority.
The opportunity remains subject to successful technical validation, commercial agreements, qualification requirements and procurement decisions. Still, Canada’s commitment to domestic drone capacity provides something every emerging technology needs: a potentially large, strategically supported market close to home.
